Pamela Jacobs, Ph.D. serves as the project lead for the REL Midwest Virtual Education Research Alliance (VERA). Prior to joining AIR, Dr. Jacobs worked at the Iowa Department of Education for three years and served as the administrator of the Division of PK–12 Education. She supervised five Department bureaus, including all educational technology services as well as School Improvement and Accreditation; Food, Nutrition Programs, and School Transportation; Special Education; Instructional Services; and Early Childhood. Dr. Jacobs launched Iowa Learning Online, the Iowa Department of Education’s online virtual high school courses. She served for 10 years as director of educational telecommunications at Iowa Public Television and for nine years as project director for Iowa’s Star Schools, directing the deployment of distance learning work with Iowa’s educators through grants of more than $32 million. At Iowa Public Television, Dr. Jacobs was technology director for the Iowa Department of Education. She taught elementary school for 17 years and was appointed as Iowa’s first Ambassador for Education when she was selected as the 1990 Iowa Teacher of the Year. Dr. Jacobs earned a doctoral degree in educational leadership from the University of Iowa and master’s and bachelor’s degrees in elementary education from the University of Northern Iowa. She also holds Iowa certification as an area education agency chief administrator, elementary principal, and educational media specialist.
