Patricia Balana

Patricia Balana

Patricia Balana is a senior technical assistance consultant in Education at AIR. Patricia has more than a decade experience in managing large scale education projects and assignments at the district, school and regional levels in Belfast, Northern Ireland. At AIR, Patricia supports assessments and educator evaluation tasks for district, state and federal clients. She is currently leading the Maine Schools for Excellence (MSFE) TIF 4 project, a 5-year contract with the Maine Department of Education.  She is also the lead for the NYCDOE Common Core Evaluation Project, the Bill & Melinda Gates contract on Education Finance Portfolios. Patricia is the lead for the REL Midwest educator effectiveness alliance, responsible for coordinating alliance activities and serving as the primary point of contact for the research alliance and other stakeholders.

She has been project manager for AIR’s 3-year Massachusetts Educator Evaluation contract with the Massachusetts Department of Elementary and Secondary Education, which focused on developing and implementing a statewide framework for teacher and principal evaluation, and for the Texas Education Agency project which focused on designing and implementing value-added measures of student academic performance for use as part of an educator preparation accountability system. 

She joined AIR from Northern Ireland where she held one of 4 senior education posts in the Belfast Education Authority responsible for the strategic leadership and governance of the school district. Her experience includes managing complex public private partnerships, developing plans to reorganize school provision and working with teachers, principals, schools and stakeholders in the context of school improvement and turnaround.
